Is there any way to turn on the arrows to block/rise/down our stats? I have working this in normal skillwin, but i can't see any way to turn on the same arrows in status near stats.

The ability to activate them is documented in the some Distro Packethooks for 097 and 096.

There is an 0xBF packet involved in them. If you look at newer core releases, there should also be a packet list included, which could give you some insight also.
