Tooltips not showing on some items

Dumb question I bet...
When I craft a shelf and move the mouse over it, the tooltip is shown. But when I lock down that shelf in a house, nothing's shown when moving the mouse over it. With some items like chairs, reagents and ingots it works, but with some - like shelves - it doesn't.
What must be done to show the tooltip also on lecked down shelves, for example?
