Wondering, if there is a tool out there that wipes the world and respawns with a fresh start, doors and npcs only basicly.

You could try just using the data provided with the full POL install. It's only for the main map0 but it has all doors and NPCs and lamp posts etc. Ofcourse you'd have to do a complete item wipe before dropping the world data in.
