Why my world do not have NPC's, Vendors on cities?

As usual, we need more information. If you followed the POL Distro installation procedure you will have those. So what we need to know is what scriptbase are you using (POL Distro, World of Dreams etc.) and have you messed around with region manager or spawnpoint placement?
