Question about the PGumpTool in the distro folder

Where can I get a compiler to compile the gump tool program?
And for those of us not familiar with C (yes I admit I have very little experience with C) it might be nice to include a pre-compiled version of the program.

PGumpTool requires (1.1) .NET framework to work, and it written in C#.
I'll see about uploading a compiled version here, but not in the repository, we only put source files over there.
Edit:
Forgot to mention, that nobody currently maintains that particular app. If anybody is up to the task message/email me.

Thanks Melanius. I have the Win Net framework on my PC. Just don't have a recent C# compiler. Is there a free GNU version out there?
Guess I'll search the web for one.

Well, I answered my own question. Apparently Microsoft actually is giving away their C# compiler for free. It is not a native code compiler but uses the NET framework; which is fine as PGump needs that anyway.
Here is the link to MS website for the download for those interested:

It comes in the distro download if you set it up using the Turtle source updater. See
this link.
