Stat gain

Well,
I tried to find the informations from the search tool and I haven't found a clue for my actual problem. It looks like normal at the beginning, I mean the character will gain stats and skills correctly and when he reaches 110 and 120 in dex or str or int, the statgain system stop completely and it makes no sense. We are allowing a skill/stat cap of 150. I was wondering if skills.cfg could be the problem...
I have one last question: How IntAdv, DexAdv or StrAdvin and default_points in the skills.cfg works exactly? I'll revirify all my includes but the problem persist since too long now and I am not able to fix it
