Sounds like you have a typo in your pol.cfg.

This option should look like that:

for ClientEncryptionVersion, the allowable values are '1.26.4', '2.0.0', 'ignition', 'uorice', and 'none'. Here, 'ignition', 'uorice', and 'none' all mean 'no encryption'.
