Runic Atlas

Just something I have been working on for a few days now, it should be pretty functional save for the Sacred Journey stuff as you'll need to actually add support for that yourself or just leave it unimplemented.

- Every message output to the player is cliloc'd and colored based on message type (red for negative messages and green for positive ones)
- If you are unfamiliar on how a runic atlas works, I will advise doing a quick google search for "runic atlas uo" and read up on them, they are essentially a bigger version of runebooks however they work slightly differently on the front end (for players)

- A rune will be remembered until the user logs out, selected a spell to use or selects a rune in another runic atlas.

This was written using the Edwards script base so, you may need to either change how it grabs and stores the location info OR change how your runes store their location info, whichever would be easier for you and less annoying for your player base.
