Hue Ranges

Sorry if this has been asked before, a few searches didn't turn up much:
When looking at hues there is a number range beside the hues. For example Hue 58 (0x003A) has a range beside it of 4288 -> to something like 23456.
What do these numbers refer to? Is there an internal color list Fiddler or UO uses? Is it some sort of RGB or 16 bit code?
I can find the color in Radar Color and get the RGB values there but I was hoping there is a less tedious solution for the project I'm working on.
Any help is appreciated.
