Any news on the status of POL as Open Source?

Error 38 fatal error LNK1104: cannot open file 'stlportd_static.lib' uoconvert uoconvert

I found STLport4 i STLport5 folders in POL99/trunk/lib, but no stlportd_static.lib in there...
I've red INSTALL file but it completly confused me :/

I tried to install them following README and INSTALL and all i got was:
