just do a search for every folder named textcmd
Those folders will contain up to 6 subfolders all named for the command levels of characters. Any command in a folder for a lower command level is able to be accessed by any higher command level. That should get you through jailing and banning accounts. As for banning IP addresses, this can be put in bannedips.cfg. Look up config files in the documentation for more info on this.

To search for files and folders? You use your operating system's file search for that. On Windows it would be Start > Search > Files and Folders
inside those folders, every different compiled script in that path is a command you can use. The name of the file is the command in game.
So if you have a file named jail.ecl in the textcmd/coun path, that would be .jail in game.
