This patch fixes weather system so the core system doesnt break custom systems anymore.

Now when the weather region changes and the new region has no weather core sends the weather packet with bytes 0 0 0 which is completely useless and makes custom systems break where you resend the weather.

If the packet by scripts gets to send before the core packet then the core packet with bytes 0 0 0 resets the weather and breaks it.

This patch removes the sending of that packet with bytes 0 0 0 because that is not needed, weather is nullified with moving packets ( 0x77 or 0x78 ).
