I am pretty sure this program is still available. It's a joint program offered through DotNetNuke by Microsoft. There is one caveat though (or atleast I think this applies) you will need to have an email address that points to a domain you own or have access to. Example: mauddib@polserver.com. No GMail or Yahoo email addresses are allowed. You also get a copy of some other MS software including Windows server 2008

Keep in mind that this is a program for developers, which you are if you're patching and compiling POL source code etc. but if you are one of those who believes in strict adherence to licenses then be sure to read the fine print.

I applied and downloaded the ISOs for MS VS 2008 and 2010 a few months ago.

I don't understand what you mean when you say you "can't seem to see the link". I was able to click on the link and it took me to the DotNetNuke site where the WebsiteSpark program was announced. You can get there manually by going to dotnetnuke.com. Click on the "Resources" link at the top. Now look at the links along the left hand side of the page and click on "Microsoft Programs". That will take you to the WebsiteSpark announcement. I don't know how long this is being offered. It might have expired by now. Also, there is a strong possibility you will need an email address linked to a private domain, in other words no Gmail or Yahoo email addresses. I know that for Technet subscriptions this is true. Hopefully you can still get in on the offer.
