Why tiles.cfg does not exists in Docs or Wiki?

Assuming the POL team used the same data structure as contained in the tiledata.mul file, what you are looking for can be found here: http://www.gonzo.kiev.ua/formats/file_formats.html

The list of file formats is in a very basic HTML page but tiledata.mul structure and the definition of the flags are documented there.
