First NPCdesc:
what do the following things do?
dstart?
psub?
nopsych?
orneriness?
second weapons:
are props like speed and blockcasting if in hand r/w or r/o (cos i want to be able to change them in my blacksmith pkg so different ores will be faster etc).
third merchants:
i changed the mrcspawn.cfg before and for some reason those items seem to be on merchants but now i change the amounts of items or add items and nothing seems to happen... wtf? anything im overlooking by any chance?

I wrote a script to go through the whole world and restock all merchants because I had that same problem. I wish I could remember more, I coded it in the first week I started using POL and I've since deleted it.
Have you tried making a new merchant node and a new merchant of the type you have changed and seeing if the changes are reflected in them? If so, then you might just need to restock all merchant nodes.

Yes restocking the merchants is the answer.
DevGIB, what flavour of scripts are you running (Distro, World of DSreams, Sanctuary etc.)? I have a restock command written for WoD but it should work for Sanctuary as well.
