MinCmdLevelToLogin and creating a new staff character (097)

Using my developer account and pol.cfg setting MinCmdLevelToLogin=2, creating character became impossible. Client just freezes when POL is supposed to create the character: nothing related is printed into console, neither does any logging happen. That's why it took me some time to figure out what's going on.

I understand this is a feature to some point, but if account has DefaultCmdLevel set to same or higher than the MinCmdLevelToLogin setting, I say it should be checked on new character creation before kicking the client away.

Fixed. Itll compare the account's default command level to the min command level to login, now.
