Correct me if I'm wrong. I'm just guessing. I think it means that there's a lot of packets(data) being sent out, or received. And because of bandwidth being used it has to wait so it's 'queued' to be sent/received. Don't really know how to explain it, but I do know when it happends a lot people start to lag, lol.
Quick Question(To anyone who reads this), I get that messaged spamed on my console randomly. It really doesn't matter how many players are online. It's happend when 80-100 players online and lagless with 130-150 players online. It's random and I think it's just my network. Any ideas?

You are correct as far as I know. I believe it goes into that mode if it has a good chuck of data to send out and it doesn't think it can send it out at once in a timely fashion.
