basedamage includes a calc with tactics... but our shard doesnt want archery to use tactics is there anything we can do to avoid this!?

You could recalculate the damage every time in a hit script. You might just be able to do some simple algebra and not include tactics in the equasion. Or you could write an attack syshook and handle everything yourself.

can one of the devs help me out by telling me what the calculations for the basedamage are so i can reproduce but remove base damage and add a flag so you can turn tactics on or off please
