You can only walk over/through mobiles if you have full stamina.
If you want permanently full stamina for your staff you can set the freemove priv on your gamemasters. Imho there is no script to control that cause the client controls that

Yep, that's the Felucca (or Britannia) default system. As Pierce said, you can only walk through other mobiles if you have full stamina. That gets really annoying if you are stuck in an animal pen and can't get to the door because you can't shove a few sheep out of the way.

This was annoying enough for me to move my entire shard across to Trammel (britannia_alt). The disadvantages to that are that you don't get any warning that an action can result in you becoming criminal and that you need both britannia and britannia_alt realms loaded into RAM.

If you have a shard based on pol095 or previous, you can easily switch realms for the client only by sending a logon packet to the client that tells the client it's in Trammel. Since pol doesn't care, it works well enough.
Put something like:
SendPacket(character, "BF0006000801");
into a logon.src script eg the pol\scripts\logon.src. (SendPacket or equivalent)

Some charatcers can go through , some can't go through someone.
