realms won't generate if staticsx.mul is empty (no statics, example: i wiped them out to make new ones)

this bug can be avoided by placing any item and freezing it to statics... other way you won't be able to run pol with proper realm files.

Server Shutdown: loading POL map file
Execution aborted due to: Empty file: realm/malas/statics.dat
