ICP logs show a package without config. This "package" i think is a "config" directory in pkg/commands. Instead being interpreted as a config folder for commands package - it is taken as a separate package by ICP:
[03/07 19:15:06] [pkg/utils/control/initializer/checkpackages.ecl]: Warning: Package [::config (main configs)] has no ICP support!

Is there a pkg.cfg file in that config folder? If so then that's why.

Nope, the folder (i think it is the one) is located in: pkg/commands/config/ and it contains only some config files. I have never found any other config folder, that could be suspicious.

It means pol/config/* is missing an ICP.cfg
