I seek a Tool with which I a house off-line to build can and for GM dispatch. For RunUO I have one found give it such a thing also for POL? or a converter? Tool which I mean find it here.

I don't know how the Run UO tool works but there are tools which will allow you to save a structure that you create within the game to a config file that can later be pasted back into the game at a different location. There are also tools for creating and adding static houses to the game as well.
